Finally, I want to address a bill I introduced last week to increase efficiency and cut spending by combining the Department of Energy and the EPA into a single, streamlined agency. This legislation would not make any changes to our nation’s pollution laws or energy policy, nor would it reduce current enforcement responsibilities. In his State of the Union address earlier this year, the President proposed merging and consolidating federal agencies, and this bill advances that proposal. I think we can all agree that decreasing administrative costs by combining duplicative support and administrative functions is a common sense way to reduce government sense spending. Burr Bill Cuts Spending, Increases Efficiency by Combining Dept. of Energy and EPA
Today, U.S. Senator Richard Burr (R-North Carolina) introduced a bill that would consolidate the Department of Energy and the Environmental Protection Agency into a single, new agency called the Department of Energy and Environment (DOEE). The bill would provide cost savings by combining duplicative functions while improving the administration of energy and environmental policies by ensuring a coordinated approach.
“The amount of money wasted annually on duplicative programs within the federal government is staggering,” Senator Burr said. “This common-sense approach will reduce duplicative and wasteful functions across these two agencies and streamline our approach to a comprehensive, coordinated energy and environmental policy.”
The DOEE would combine support and administrative offices of the two agencies and would take the recommendations from the Government Accountability Office (GAO) and Office of Management and Budget (OMB) to eliminate ineffective or duplicative programs. Core functions of each agency would be maintained.
By implementing suggestions made by GAO and the President’s 2012 budget request, this bill could result in over $3 billion in savings in the next year alone.

Below is a message from Senator Burr. Yet again, Senator Burr shows his “Big Government” propensity. Senator Burr cosponsored and voted for a huge increase in government with the passage of the Food Safety Act. Now he is sponsoring a bill to create a huge mega-government agency by combining the US Environmental Protection Agency and the US Department of Energy. Never mind that except for a small portion of environmental remediation in the Department of Energy neither of these agencies have anything in common. Also, never mind that both of these agencies should be down-sized significantly instead of combined to create a single mega-government agency each which has shown to overstep their regulatory authority. Senator Burr continues to be completely out of touch with the direction we the people want to see our government head – which is to be much, much SMALLER!

I introduced this bill the 111th Congress, but it never made it out of Committee. We now have another shot at doing the right thing for the thousands of Navy and Marine veterans and their families who were harmed during their service to our country. While we continue to seek more answers, we can minimize further suffering by allowing Lejeune veterans and their families to receive the care they need and deserve.

However, these are mere words until we make the difficult choices necessary to begin paying off our enormous national debt. On Wednesday, the non-partisan Congressional Budget Office (CBO) issued a report stating that the budget deficit is now estimated to have widened this year to $1.5 trillion.

Senator Burr Sees Progress in Afghanistan
WASHINGTON, D.C. – U.S. Senator Richard Burr (R-NC) made the following statement regarding his recent visit to Afghanistan and Pakistan.??
“So much has changed in Afghanistan since my last visit a year ago. General Petraeus and the actions of our and allied forces on the ground have yielded important security gains in the southern provinces of Afghanistan. The progress was evident as we were able to walk through village bazaars and travel across regions of the country which just last year were major Taliban strongholds.
“I am optimistic that we have started to turn the corner and that we will be in a position to hand over regions of the country to Afghan control this spring. There will be setbacks, as there always are, but our brave men and women are making great progress in a difficult environment.”
Burr was joined on the trip by Senate Minority Leader Mitch McConnell (R-KY), Senators Lindsey Graham (R-SC), Kelly Ayotte (R-NH), Ron Johnson (R-WI), Marco Rubio (R-FL), and Pat Toomey (R-PA).
The Congressional Delegation met with U.S. troops, military officials and political leaders to discuss military involvement, as well political and economic issues affecting Afghanistan and Pakistan. Senator Burr met with troops serving from North Carolina, as well as General David Petraeus, Afghan President Hamid Karzai, Foreign Secretary Salman Bashir of Pakistan, and Pakistani General Ashfaq Parvez Kayani, Chief of Army Staff of Pakistan Army.??
Defund the Food Modernization Law
DownsizeDC.org is mounting a campaign to defund the Food Modernization Law passed during the Lame Duck Congress. This law which grows the deficit, and hurts small farmers was supported by both NC Senators Burr and Hagan.
After a long, hard struggle, the falsely-named Food Safety Modernization Act passed in the lame-duck session last month. But if there is no money or personnel to enforce it, is it really a law?
Rep. Jack Kingston is the chairman of the Appropriations subcommittee in charge of the FDA. He is considering leaving the $1.5 billion cost of the FSMA on the cutting room floor. He’s interviewed in this YouTube clip.
We should encourage Kingston and his colleagues to de-fund this bad law that was passed by a repudiated Congress. As the letter to Congress below indicates, the FSMA will only bankrupt farmers, while failing to save any lives.
