I am writing to advise you about a situation that is of great concern.
As you may have read in the Carteret County News-Times, I have been protesting the way the County Commissioners went about forming the Outer Banks National Scenic Byway in Carteret County.
My concern was that the Designation was made with fraudulent information and without proper public input. My concern is that the Designation will turn into a regulatory nightmare for the property owners Downeast.
In the past couple of weeks I have uncovered substantial evidence that these concerns are well founded.
The Core Sound Waterfowl Museum and Heritage Center was awarded a two-year grant of $350,000 by the Rural Economic Development Center, Inc. (#2010-309-30301-117) in 2010. This grant is supposedly for economic development activities “to shape a sustainable natural resources economy” along the Outer Banks National Scenic Byway in Carteret, Hyde and Dare Counties.
At the core of this grant is “asset-based community development” a component of which appears to be a community organizational effort being done for political purposes in order to promote an environmental agenda.
I hope you understand the concern and the implications this could mean for the property owners of Downeast Carteret County. Besides being a serious threat to private property rights, I strongly object to State funds potentially being used in this manner for this purpose.
If you could make the time, I would like to present the evidence I have accumlated on this matter and discuss this further.
